Description
Slows down the universe to a multiple (specified by <fFactor>) of the normal speed.

Example

Arguments
<fFactor>: multiple of the normal speed. Must be between 0 and 1. 0 = pause, 1 = normal speed.
<fNumSeconds>: dunno.
